Case Study: NYCDEP PS-QNS-2 – Upgrades of Little Neck, Linden Place, & Park Drive East Pump Stations

Project Overview
The PS-QNS-2 program is part of the New York City Department of Environmental Protection’s (NYCDEP) initiative to modernize pump stations and force mains across Queens. These upgrades are critical to improving water infrastructure resilience, protecting surrounding communities, and ensuring reliable service for decades to come.
Eastern’s Role
Eastern Landscape Contractors was contracted to deliver a comprehensive landscape and site-prep package supporting this DEP program, including:
- Tree Work: Removal of 50+ regulated trees across multiple size classes (up to 42″ DBH), along with pruning and stump removal.
- Tree Protection: Installation of 40+ temporary wooden tree guards to safeguard retained trees during construction.
- Plantings: Furnishing and installing 400+ new trees (species including American Holly, Red Oak, Swamp White Oak, Serviceberry, Pitch Pine, White Pine, Witch Hazel, Redbud, Sweetgum, and Bayberry) plus hundreds of shrubs, perennials, and ornamental grasses for habitat restoration.
- Soils & Seeding: Placement of 375+ CY of topsoil, 30+ CY mulch, and application of native understory seed mixes across 1,200+ SY.
- Erosion Control: Installation of 8,700+ LF of reinforced super silt fence with mesh backing and posts, ensuring compliance with NYCDEP erosion and sediment control requirements.
- Timber Matting: Deployment of over 212,000 SF of timber construction mats for site access and staging — one of the largest temporary matting packages in the region.
- Site Work: Clearing, grubbing, and prep across multiple parcels, plus installation of permeable pavers for site stabilization.
Progress & Impact
Eastern’s work supports critical DEP infrastructure upgrades by preparing, protecting, and restoring sensitive urban landscapes. Our tree protection and replanting scope ensures compliance with agency guidelines, while large-scale matting and erosion control enable safe construction within tight, high-traffic corridors.
Looking Ahead
Scheduled for completion in 2026, the PS-QNS-2 project will deliver upgraded stormwater and pump station facilities, reinforced by compliant and resilient landscapes. Eastern’s contribution underscores our ability to support complex utility projects with large-scale planting, tree work, soil management, and erosion control at volume.
